Power Automate lets one Process licence cover 25 flows

Power Automate flow groups began rolling out in July 2026. A group can share one Process licence’s 250,000 daily actions across up to 25 solution-aware cloud flows, while the maker monitors each flow’s 28-day average use.
Teams previously had to reason about high-volume flows one by one, which made a shared process estate harder to cost and hand over. A flow that quietly consumes most of the capacity could turn a licensing change into an unexpected interruption. A flow group makes capacity a portfolio decision: related flows can share a pool, but only if their demand is predictable. The 25-flow and 250,000-action limits give makers a concrete boundary for grouping stable workflows and leaving a dominant flow on its own licence.
Analysis
In Power Automate, check the 28-day Actions chart for two related solution-aware flows. If both sit below 50,000 actions a day, note them as a possible flow-group test.
