Microsoft restates Power Automate Process licence as 250000 daily actions per flow

Microsoft updated its Power Automate licensing pages on 22 September 2026. A Process licence assigned to a cloud flow covers standard, premium, and custom connectors for unlimited users in the organisation. Each Process licence on a flow entitles 250,000 actions a day, shown as Power Platform Requests in admin reports. Extra Process licences on the same flow stack that daily cap. A Premium user licence is documented at 40,000 actions per user per day. Process replaced the Unattended RPA add-on at the same price, and those older SKUs can now be used interchangeably for cloud flows or machines. Already purchased Per-flow plan licences still work but are legacy and should not be renewed. After you assign a licence, PowerShell can take up to 24 hours to catch up and portal banners can lag by up to seven days.
Until this refresh, many teams treated licensing as a people problem. If a flow used a premium connector, every person who started it seemed to need a Premium user licence, and shared request or approval flows looked expensive even when only one flow did the work. The documented model is now flow-first for those shared processes. One Process licence can cover unlimited colleagues, but the real limit is 250,000 actions a day, not headcount. Per-flow plans cannot stack that cap, multiplexing to dodge licences is called a violation, and admin screens can still show the old state for a week. A flow that passed a quiet test can still hit the 40,000 user cap once the whole department uses it.
Analysis
This is a change to act on before the next shared approval or request flow goes live, not a reason to buy licences on a hunch. Open run history for your busiest cloud flow, estimate daily actions against 40,000 versus 250,000, and only then ask IT to replace any leftover Per-flow plan with Process rather than adding more Premium users.
