Power Automate pools process licenses across up to 25 flows

Process license capacity can now be shared across multiple cloud flows. Up to 25 flows can be grouped together inside solutions to draw from the same license pool. The feature reaches general availability in April 2026. It requires process licenses and maker permissions, and it applies only to cloud flows placed in solutions. Groups are capped at 25 flows. Flows outside solutions remain ineligible for shared capacity.
Until now each flow that needed high throughput required its own dedicated process license. Teams therefore bought more licenses than necessary or accepted lower limits on individual flows. The new grouping option reduces that waste only for organisations already operating at scale inside solutions. Smaller teams without process licenses or solution structures see no immediate change and still face the same per-flow constraints.
Analysis
This update is a distraction that rewards complex licensing setups most teams have not yet reached. Continue using only standard connectors and focus on making every existing flow run reliably for months before considering any process license changes.
