Teams now blocks transcript API access by default

Microsoft has added a tenant-level control for apps and agents that retrieve Teams meeting transcripts through Microsoft Graph. From 29 July 2026, Graph permissions alone are not enough: admins must enable Transcript API access in the Teams admin center, and speaker attribution has its own off-by-default switch. Apps without the tenant setting can receive a 403 response even when consent is already granted.

Previously, an app with the required Graph application permission and tenant consent could retrieve transcripts, leaving admins to remove permissions app by app when they wanted to stop access. That made meeting data governance harder to see and harder to reverse. The new layer separates capability from app consent and gives admins a clearer default-deny position for transcripts and named speakers. Existing summarisation, compliance or knowledge workflows may quietly fail until the tenant setting and each app's permissions are checked together.

Analysis

Open Teams admin center, go to Meetings > Meeting settings, and record the Transcript API access and speaker attribution settings. Compare them with every app that already has transcript permissions before enabling access.
