Teams admin center gets a separate home for built-in agents

Microsoft has added a dedicated governance area in the Teams admin center for built-in Teams agents under Teams Apps > Built-in Teams agents. These agents sit inside core Teams experiences and no longer go through the app store install path. Admins can allow or block each agent, limit access to specific users or groups, and adjust agent-specific settings. Built-in agents are no longer controlled by org-wide Teams app settings. Availability plus a Microsoft 365 Copilot license now decide who can use them. Affected agents called out in reporting include Facilitator, Channel Agent, and the Copilot Agent in Teams. Existing agent configurations carry forward, and the install action no longer appears for these agents.
Until now, many small admin teams treated Teams apps as one policy surface. If something was blocked org-wide or limited by app permission policies, it felt contained. Built-in agents that ship with Teams sat in that same mental model, even when the real gate was licensing and scattered settings. That model no longer holds. Native agents now have their own control plane, separate from traditional app governance. If you only review org-wide app settings, licensed users can still get Facilitator, Channel Agent, or Copilot-in-Teams behaviour you never intentionally approved. For teams already juggling sprawl, guest access, and Copilot readiness, this is another place where silent defaults can outrun the cleanup plan.
Analysis
This is a trap to avoid, not a feature to celebrate. Before your next Copilot or agent conversation with leadership, open Teams Apps > Built-in Teams agents, note which agents are allowed and to which groups, and match that list against your current Copilot licence assignments and app policies so nothing is live by default that you still assume is blocked.
