New Copilot Business licences turn extra AI charges on by default

Microsoft Message Center notice MC1476200 says eligible new Microsoft 365 Copilot Business purchases will have usage-based billing configured and switched on by default. Direct buys start on 19 October 2026. Cloud Solution Provider buys start on 2 November 2026. Microsoft will create the Azure resource and a spending policy with default limits. Partner reports put that default at about $40 per user per month for eligible metered work, and organisations can change it. Existing Copilot Business subscriptions stay as they are. Enterprise Copilot still keeps usage-based billing off until an admin creates a spending policy. Everyday Copilot inside Word, Excel, Outlook, Teams and PowerPoint remains covered by the user licence. Extra Copilot Credit charges apply to Cowork and other metered experiences.
Until now, Copilot Business buyers could treat the licence as the bill. Extra Azure meters were something IT turned on later, the same pattern enterprise tenants still follow. Champions could push in-app recaps and drafts without asking finance first. From mid-October, a new Copilot Business seat can start a meter on day one unless someone changes the spending policy. Colleagues will still see the same Copilot button in Outlook and Word, so they will not know which clicks are licence work and which are credit work. Adoption numbers can look healthy while a quiet Azure line item appears, and that is the gap that will get blamed on Copilot rather than on the default.
Analysis
Treat this as a setup trap on new Copilot Business buys, not a reason to pause in-app Copilot. Before the next licence order, ask IT or finance whether the default spend policy will stay on, drop below the reported $40 cap, or be switched off, and write that answer into the team playbook so people know which tasks stay on the licence.
