Microsoft starts metering Copilot agents and Cowork with pay-as-you-go credits

Microsoft has published usage-based billing for Copilot Credits covering Cowork, apps built on Cowork, the Work IQ API, and related agent workloads. Admins manage prepaid packs, pay-as-you-go, Azure subscription links, spending limits, and consumption views under Copilot Cost management in the Microsoft 365 admin center. Copilot Studio rate examples include 1 credit for a classic answer, 2 for a generative answer, and 5 for an agent action, with higher rates for advanced tools and voice. Users with Microsoft 365 Copilot licences often still incur no extra charge for listed core Studio agent features. Reporting and Learn updates mark early September 2026 as the end of free transition for certain existing agents and workflows built with the GitHub Copilot harness in Copilot Studio. After that point those workloads draw on Copilot Credits.
Until now many teams treated Copilot cost as a fixed per-user seat problem. Agent demos, SharePoint helpers, and multi-step Studio flows could be framed as adoption wins without anyone watching variable spend. Champions pushed experiments because the bill looked like licence count, not meter ticks. That frame is outdated. Agent actions and Cowork-style work can stack credits while ordinary app Copilot use may still sit inside the seat. Without budgets, alerts, and hard caps, a helpful internal agent can quietly become a cost incident. Adoption evidence must now separate seat usage from credit burn, or renewal talks will mix two different stories.
Analysis
Treat ungoverned agent pilots as a cost trap, not a default next step. Before you promote another Studio or Cowork workflow, ask your admin to open Copilot Cost management, confirm PAYG is intentional, set a hard monthly spend limit, and agree one short list of approved agent tasks with a human review rule.
