Microsoft brings Copilot Notebooks to basic Copilot users

Microsoft 365 Message Center item MC1384425 says Copilot Notebooks will become available in Microsoft 365 Copilot Chat for Basic users starting in mid-June 2026. Eligible Copilot Chat Basic and Microsoft 365 Copilot Basic users will be able to create persistent notebooks, organize references, and work with Copilot in one workspace. Notebook data is stored in user-owned SharePoint Embedded containers, counts toward SharePoint storage, and respects existing admin policies. Copilot Notebooks in OneNote will not be available to Copilot Chat Basic users at this stage.
Before this change, Copilot Notebooks were easier for admins to treat as a smaller premium-Copilot surface. Fewer users had access, so storage, sharing, and reference habits could be handled later. Opening notebooks to Basic users increases the number of people who can create persistent AI workspaces from files, links, chats, and notes. For SharePoint and Teams admins, the question is not whether notebooks are useful; it is whether notebook storage, ownership, and final-decision records are clear enough before usage spreads.
Analysis
Add Copilot Notebooks to your next SharePoint and Loop governance sweep: check storage impact, sharing expectations, and where final decisions should live after a notebook is used.
