Blocker it removes
Users quietly route around a launched Power App because small frictions are invisible, the old spreadsheet remains easier, and the maker has no weekly evidence trail to discuss with the manager.
V1 proof
A submitted friction appears on the triage board within one minute; fixed and wont_fix status changes are blocked until a FixNote is present; four weekly UsageSnapshots rows render a visible trend for one target app.
