HMRC trial gives Copilot adoption a cautious productivity baseline

HMRC has published results from its Phase III Microsoft 365 Copilot trial, which randomly allocated 3,000 licences across departmental roles. Participants reported saving 2–3% of their working week—about 60 minutes for a full-time week—after HMRC adjusted its estimate for uneven use and survey-response bias. The report also found that 46% of non-users cited security and data-privacy concerns, alongside a need for more practical, role-specific training.

Copilot adoption is often reported as licences bought, logins, or a single impressive use case. Those measures do not show whether an organisation is saving time across ordinary work, nor whether people who have not adopted it are blocked by confidence, data concerns, or poor task fit. HMRC’s controlled trial is a useful reality check: even a modest, self-reported productivity estimate can support an honest adoption conversation when it is paired with actual usage, a clear method, and the reasons people decline to use the tool. The point is not to copy its figure; it is to measure a comparable workflow in your own context.

Analysis

Choose one recurring Copilot workflow—such as meeting follow-up or first-draft project updates—and track completion time, output quality, and review time for a small pilot. Ask non-users separately what stopped them: task fit, training, or confidence about data handling.
