Blocker it removes
The team has no reliable place to show who owns important content, what evidence is missing, which items need review, and what remains unknown before Copilot or agents use that content.
V1 proof
Using five fictional inventory rows, the app rejects one invalid row with a reason, creates the expected rule-based findings, records one human decision, shows an Unknown capability as a caveat, denies an unauthorised user, and exports CSV and Markdown that match the on-screen report. Nothing in SharePoint is changed.
